Provision platform access through Passport

Signup stays owned by Passport. Once identity succeeds, Platform creates or updates the local user record and applies local billing and entitlement rules from the platform database.

Expected onboarding sequence

1. User creates or verifies their account in Passport.
2. Passport returns standard OIDC identity claims.
3. Platform upserts the local user keyed by Passport subject.
4. Platform defaults the user to the free plan until billing upgrades them.
5. The dashboard unlocks plan-allowed key scopes and usage visibility.
